julula.com is not the cheapest, but they do not oversell resources, and offers rarely found security options. They offer manual setup of the CMS e107 as well as SSH access and FTPES access to my site. These three facts were the major decision making factor to go with them. You really get more than what you pay for in terms of assistance, configuration options and security!
